Odur Anthony is a Ugandan human rights lawyer and Team Leader at the Health Equity and Policy Initiative (HEAPI). His work focuses on health equity, environmental justice, land rights, women’s rights, and corporate accountability.
Through HEAPI, he has led public interest advocacy on the implementation of court directives concerning fair costing of health services, patient rights, transparent medical billing, and protection against unlawful detention of patients or deceased persons over unpaid hospital bills.
He also supports communities in Hoima affected by extractive sector impacts, including women experiencing trauma, psychosocial harm, and mental-health effects linked to displacement, loss of land and livelihoods, insecurity, non-compensation, and lack of effective remedy. His work combines strategic litigation, policy advocacy, community documentation, and institutional accountability to advance the dignity, safety, and health rights of vulnerable communities.
